Russell was born on August 17, 1959 in Youngstown, Ohio, and grew up in Poland. Russell graduated from Poland Seminary High School in 1977. He was a member of the Warren Junior Military Band.
Russell also graduated from the Ohio Police Officer Training Academy. He was promoted to full time in 1980 and in 1992 he served as chief of police.
