The Disabled Care System, which was issued by Royal Decree No. (M/37) dated 9/23/1421 AH approving the Council of Ministers Resolution No. (224) dated 9/14/1421 AH approving the system, was the culmination of all pioneering efforts in the field of caring for and rehabilitating the disabled. . The legal advisor, Muhammad Al-Mazarqa, summarizes the most prominent rights granted to people with special needs:
1. Care: Comprehensive care services that are provided to every disabled person who needs care by virtue of his health condition and degree of disability, or by virtue of his social status.
2. Rehabilitation: A coordinated process for employing medical, social, psychological, educational and vocational services to assist the disabled person in achieving the maximum possible degree of functional effectiveness, with the aim of enabling him to conform to the requirements of his natural and social environment, as well as developing his abilities to be self-reliant and to make him a productive member of society as much as possible. The state guarantees the right of the disabled to prevention, care and rehabilitation services, and encourages institutions and individuals to contribute to charitable work in the field of disability, and these services are provided to this category through the competent authorities, as well as in the educational and educational fields to include the provision of educational and educational services at all stages (pre-school, general education, technical education, and higher education) in a manner commensurate with the abilities and needs of the disabled, and facilitating their enrollment, with continuous evaluation of curricula and services provided in this field.
And in the cultural and sports fields, as it includes benefiting from the cultural and sports activities and facilities and preparing them, so that the disabled person can participate in its activities internally and externally in a manner commensurate with his abilities.
As well as the training and rehabilitation fields, including the provision of training and rehabilitation services in accordance with the type and degree of disability and the requirements of the labor market, including the provision of vocational and social rehabilitation centers, and the provision of appropriate training means.
