Al-Gosaibi was born in 1354 AH, in the city of Al-Ahsa in the Eastern Province, and he was educated in its schools, distinguished by genius and excellence, and obtained a BA in Economics from the American University in Beirut, and obtained a Master’s from the University of California, and held a number of government positions; Including the Minister of Economy and Planning, and the deceased was entrusted with the portfolio of Minister of Communications and Information Technology, (post and telephone) previously, and he worked as Deputy Governor of the Saudi Arabian Monetary Agency (currently the Saudi Central Bank), and Chairman of the Board of Directors of the Saudi Railways Corporation.
The Emperor of Japan granted him the Ribbon of the Rising Sun in May 2010, and he represented the Kingdom in three meetings. Two of them were for the Japanese-Arab Dialogue Forum in 2003 and 2005, and in the Japanese-Arab Council in 2007, and he contributed an active role in the dialogue between the Arab and Japanese cultures.
The deceased Al-Qusaibi passed away on the 29th of Ramadan. He was prayed at Al-Jawhara Al-Babtain Mosque in the capital, Riyadh, and his body was buried in the North Cemetery.
His loved ones and former colleagues lamented him, restoring many of his good qualities, as he – may God have mercy on him – was quick-witted, calm in nature, distinguished in dealing, listened more than he spoke, accepted work notes, and had a keen future outlook and an unforgettable memory for people, no matter how long they were away from him.
