The Hajj and Umrah Committee and the Commercial Committee concluded, during the joint workshop, which they held at the headquarters of the Chamber of Commerce and Industry in Makkah Al-Mukarramah; To study the booklet of conditions for the qualification of new Umrah companies for the period between 1445-1449 AH, to several notes on the requirements of the Ministry of Hajj and Umrah for new licenses, after the expiry of the old licenses at the end of the current Hijri year 1444 AH.

The observations included postponing the delivery of the bank guarantee, estimated at two million riyals, until the approval of the Ministry of Hajj and Umrah on the license, not when submitting the application, and contenting the undertaking until the approval of the Ministry is issued, and calculating the years of experience in the Umrah services sector every year with two years, as workers in the Umrah sector were equalized In various sectors such as Hajj, tourism and transportation, without taking into account the number of years of experience of Umrah companies.

With regard to the number of employees of the establishment applying for a license not less than 20 employees upon submission, the committee considered that it could be sufficient to submit a pledge until after submission or granting licenses, and to demand the extension of company licenses for a year due to the Corona pandemic, as the pandemic affected the Umrah sector for two years. The companies were given only one year.

The committee requested that companies and institutions not be bound by the financial statements for the specified period (5 years), as many companies did not operate for two years due to the Corona pandemic, and that the existence of financial statements for the five years not affect the evaluation of companies, pointing out that there are some conditions that may conflict with each other. It may also conflict with corporate regulations issued by the Ministry of Commerce, which must be clarified.

4 million minimum financial transaction

The Hajj and Umrah Committee suggested that paragraph (c) regarding the percentages of the general criteria for comparison between the advanced companies be changed as follows: financial solvency (20) degrees, administrative competence (20) degrees, experience in the field of work (60) degrees, and the cancellation of the paragraph (J) which stipulates the financial movement within 6 months and the minimum financial movement is 4,000,000 riyals.

The committee noted that item 4, which stipulates that one person is not allowed to apply in more than one company or institution, and item 7, which states that it is not permissible to assign, sell or lease a license, and item 8, which states that in the event of a sale or The merger of the licensed establishment or company with another company does not amend the license unless the buyer or the merging company fulfills the terms and conditions contained in these executive regulations for regulating the services of Umrah performers, and the requirements and criteria specified by the Ministry, and item 9, which stipulates not to add or delete a partner to the licensed institution or company except after obtaining a written approval from the Ministry; They contradict each other, and the regulations of the Ministry of Commerce, as well as the general direction of the merger of companies.
