Abdul Latif recalled what the Arab world witnessed in the last quarter of the twentieth century, the birth of several intellectual projects, most of which tended to encompass the dilemmas of Arab reality, in an attempt to crystallize a set of questions capable of facing the challenges posed in Arab societies. The emerging projects, while facing a complex reality, tried to think about the major historical problems that this reality produced, declaring at the same time the failure of the first Arab renaissance projects in reform and change. That is, the projects of the nineteenth century and the beginning of the twentieth century, with the aim of assembling what aids in developing ways to confront the manifestations of historical lag that still constitute prominent signs in various aspects of Arab reality.
He considered the intellectual and political reform projects as an expression of the new struggles taking place in the heart of Arab society, and specific to the forms of development known to contemporary Arab thought. The historical problems taking place today in the Arab reality, which necessitates directing new theoretical endeavors to examine the problems, diagnose their backgrounds and dimensions, and work to approach them from different and multiple angles. He believes that the new intellectual efforts included an implicit position indicating that the Arab group did not succeed during the decades that followed, following the political independence of most of them, in solving the existing problems of historical delay at the political level, at the economic level, or at the level of mentalities, as neither the oil boom nor programs helped. And the plans of the national state in its various forms to stop the series of development of underdevelopment, complete liberation and achieve progress, so many slogans of the first half of the twentieth century remained unfulfilled. The author of (Thinking about Secularism) explained that the confusion of engaging in the process of possessing modernity and modernization indicates the existence of obstacles and difficulties related to our historical existence in its various dimensions, such as social and political mentality, which reinforces the call for critiquing heritage, working on crystallizing the features of a new Arab enlightenment era, and discussing theses. Returning to the origins and claims of political Islam, all of which fall within a historical context intended to confront the problems of the Arab situation, to build what allows paving the way leading to self-reconciliation, and positive communication with the achievements of the era; Which, at the end of the analysis, means crossing the threshold of the prevailing historical lag.

He expressed his understanding of the victory of conservative enclaves in our society and culture, by virtue of their support and popularity. It sought to reduce the modernist gains that arose as a result of the efforts of the generation that preceded us, which stimulates more interactions to achieve further consolidation of the values of modernity and its sisters such as historical and critical thought and the various values associated with them in our society. He believes that the Arab situation today, with great urgency, requires thinking about new records of questions, which help in further breaking and rebuilding the premises and concepts of the Arab renaissance discourses, by paving the appropriate way to overcome our increasing defects.
