Days before the meeting of the committee concerned with resolving legal disputes, members within the High Council of State in Libya objected to the selection of members of the 6 + 6 committee charged with parliament drafting election laws.

And the Supreme Council of the State had announced the selection of its representatives in the 6 + 6 committee specialized in preparing electoral laws with Parliament, through the mechanism of acclamation and according to the three regions and in accordance with the constitutional amendment, but members within the Council rejected this committee, stressing that it is “illegal.”

Members of the State Council believed that selecting representatives of the Committee for the Preparation of Joint Elections Laws with Parliament (6 + 6) “contradicts the internal regulations of the Council’s work.”

They pointed out that the selection was supposed to be by voting on the candidates and not through recommendations, considering that the nomination of the members of the committee is invalid, because its formation is based on the controversial constitutional amendment.

The division within the High Council of State raised fears of obstructing the work of the 6+6 Joint Committee, on which the Libyans rely a lot to resolve the legal disputes that hindered the movement towards elections and ending the transitional stages.

It is expected that the Joint Committee 6 + 6 in charge of preparing and drafting election laws will meet during the coming days, in a step that may be the last opportunity to achieve consensus between the parties on the election law, and to resolve differences regarding the conditions for running for the presidency, especially for dual nationals and the military, as the House of Representatives approves of their candidacy. , which is rejected by the State Council.

Previous attempts between the two parties to establish an agreed constitutional rule leading to elections failed due to the conflict of political parties over electoral laws.

The UN envoy to Libya, Abdullah Batili, called on the committee to work quickly to come up with an agreed-upon constitutional rule, and to move towards implementing the elections before the end of 2023.
