Saad Al Hammad, a spokesman for the Ministry of Human Resources and Social Development, confirmed to Okaz that the developed Nitaqat program contributes to a gradual increase in Emiratisation rates annually, and gives private sector establishments sufficient time to harmonize their human resource plans.
He noted that the program relies on merging small and micro economic activities and joining them with the rest of the economic activities, presenting a fixed settlement plan for the next three years to provide legislative stability, and improve the direct relationship between the number of workers and the percentage of Emiratisation required as an alternative to percentages based on specific and fixed sizes of establishments.
